The President of the Eurasian Patent Office spoke at the final Rospatent press conference "How the landscape of the intellectual property market in Russia has changed: 2022 results". Grigory Ivliev noted the achievements of the Russian office in the field of digital transformation and spoke on the joint activities of the EAPO and Rospatent in the Eurasian space.
In his message, the EAPO President cited the recent address of the President of the Russian Federation to the heads of member states of the Eurasian Economic Union, where Vladimir Putin acknowledged the commitment of the Russian Federation to develop Eurasian integration and strengthen cooperation in all areas – political, economic, industrial, financial and technological areas. Grigory Ivliev stated that Rospatent and the Federal Institute of Industrial Property (FIPS) confirm the thesis of the President of Russia by active involvement in the regional initiatives of the EAPO. Last year with the help of Rospatent and FIPS the acceptance of Eurasian applications with 3D models was realized, and at the end of the year this option was implemented in the Republic of Azerbaijan – another member-state of the Eurasian Patent Organization (EAPO).
The EAPO President stated that the issues of IP and Eurasian integration in IP in Russia are being discussed and supported at the highest governmental level. Valentina Matvienko, the Chairman of the Federation Council, who initiated the creation of the IP Council in the Russian Parliament, and Lilia Gumerova, the Chairman of the Federation Council Committee on Science, Education and Culture, participated in the press-conference. Grigory Ivliev emphasized that Russia represented by Rospatent is a significant member of the global IP system, hence any sanctions in this area are irrelevant.
— Proposals to initiate various kinds of "freezes" are contrary to international law, are inherently destructive in nature and violate the international commitments assumed by States. Sanctions measures destroy the current system and cause legal uncertainty for the global system of legitimate rights and interests of rights holders and applicants, — said Grigory Ivliev.
Yuri Zubov, Head of Rospatent confirmed the intention of the Russian office to continue active multilateral and bilateral cooperation with the EAPO and national IP offices of the EAPO member states in exchange and transfer of experience in handling patent information using advanced technologies, support of educational projects and professional training programs for the experts from Eurasian countries.
