Creating a class of effective copyright holders

The Ministry of Science and Higher Education of the Russian Federation together with the Ministry of Economic Development of the Russian Federation and Rospatent held a meeting on August 21, 2019, on the development of the Russian Evolvement Strategy in the field of intellectual property. First Deputy Minister of the Ministry of Education and Science of the Russian Federation Grigory Trubnikov noted the importance of state support for the creation and use of the sought-after results of intellectual property, which provide both the solution of the problems of import substitution and the growth of export potential, as well as stimulating economic activity through open involvement in the economy of the rights to RIA owned by the Russian Federation. According to Trubnikov, one of the key tasks of the developed IP Strategy should be the implementation of a set of measures aimed at creating a class of effective copyright holders and the Strategy should create an open modern IP market containing a system of financial and non-financial tools to support inventive activity. The head of Rospatent Grigory Ivliev spoke about approaches to the formulation of goals and objectives in strategic documents for the development of the IP sphere abroad and suggested, first of all, to take into account the practice of the BRICS countries, CIS member states and existing industry acts, in particular the Concept approved in 2016 the formation and development of the IP market of the CIS member states and the Action Plan for its implementation.
