Lilia Gumerova: Law on patent examination outsourcing is important for the country’s economy

Federation Council Committee on Science, Education and Culture supported the bills developted with the participation of Rospatent.
At the Committee meeting, senators noted the importance of adopting draft federal law No. 774338-7 “On Amendments to the Civil Code of the Russian Federation” in the first reading. The bill will allow applicants to attach 3D models of the claimed objects to the application materials. It will also allow Rospatent to issue titles of protection in electronic form. Senators also supported draft federal law No. 873108-7, which is also called the "project of patent examination outsourcing." The bill, which has already been submitted to the State Duma, will allow conducting a preliminary search to specialized academic and research organizations in different regions that will be accredited by Rospatent. The Head of Rospatent Grigory Ivliev also explained the need to limit the number of applications for fee-free patents. Chair of the Federation Council Committee on Science, Education and Culture, Lilia Gumerova mentioned that before the bill was introduced to the State Duma, possible changes were actively discussed by senators at various events at the Federation Council as well as at the meetings of the Intellectual Property Council under the Federation Council. “Dear colleagues, I believe that this law is very important for the regions and for the country's economy as a whole,” emphasized Lilia Gumerova before making the decision. Grigory Ivliev commended the senators for supporting the initiatives of Rospatent and highlighted the significance of the bills for the technological and economic development of the country. |
