The bill has been submitted to the Russian State Duma proposing amendments to the Federal Law No. 316-FZ “On Patent Attorneys”. That bill was developed by senators Ilyas Umakhanov, Lily Gumerova and Dmitry Vasilenko. The bill is aimed at improving the activities of patent attorneys. The document intends to consolidate the rights, duties and responsibilities of organizations providing patent attorney services to third parties, as well as to provide the patent attorney with the necessary rights and guarantees. The project defines the obligations of the organization of patent attorneys in relation to the client and also supplements the legislation with provisions allowing complaints to be filed with the Rospatent Appeal Commission regarding the actions of the patent attorney’s organization.
