The Center for Intellectual Property Rights Turnover established in Russia

On June 28, 2021 President of the Russian Federation Vladimir Putin signed a decree creating the all-Russian public organization “Center for Circulation of Rights for Results of Creative Activities”.

The Centre was established to improve the regulation of the rights to the results of creative activity (including scientific and technical fields) to stimulate the development of science and entrepreneurship, develop exports and create conditions for the self-empowerment of citizens and talents development.

The institution will conduct advocacy activities related to IPR protection, enhance international cooperation on the exchange of data necessary for the protection of such rights, ensure operation of the digital infrastructure for the IPRs management for creative activities, and prepare drafts for the legislative regulation. The Government should adopt the Center statute, ensure its establishment and State registration within three months.
